A Study On The Rational Scale Of Small Towns In Ningbo

The future several decades is the acceleration period of the urbanization of our country. However,because of the restriction of the basis conditions,the way of our country's urbanization is different from that of other countries.As one of the main research obejects of the developing of our country's urbanization,the effects of small towns in the future urbanization receive different domestic viewpoints. The mainstream believe that small towns in rural areas should be developed rapidly,in which more recently-added population should be distributed. The opposite opinion is that there is no alternative but to develop small towns,which will not be the leading role of the urbanization. But on the small towns in the eastern costal area which is economically developed, the viewpoints are the same,believing that small towns will play an important role in the process of the urbanization. The author of this thesis holds the opinion that developing the small towns is the inevitable requirement and universal rule in the process of developing Chinese characteristic urbanization. In the process of socio-economic development and urbanization,large and medium-sized cities and small towns have different functions and play different roles,thus studying the reasonable extent of small towns and determining the reasonable extent of towns and the hierarchichal system,can provide instructional suggestions to the formulation of the policies of the future developing of small towns and the perfect of the system of the regional towns.The main thread of this article is,taking the strategical requirement of accelerating the process of urbanization of our country as the background,standing in the need of the construction and developing of small towns and that of the establishment of the reasonable extent system of towns in Ningbo,according to the present generic theory about urbanization and the construction of small towns,using the experience about the investigation of reasonable extent of small towns both at home and abroad,utilizing approaches such as quantitative methods,comparative analysis and empirical study,on the basis of the analysis of the developing process,present situation and problems of small towns in Ningbo,combining with the present basic data of small towns in Ningbo,and using approaches such as BP neural network,it studies the extent grades of small towns in Ningbo,and analyzes the internal mechanism of the extent grades of small towns from the aspects of both the population size and land size,and the correlation of the three. Finally it summarizes the extent grades of the small towns in the northern,medium and southern regions of Ningbo,and put forward some suggestions on accelerating the developing of small towns in the three regions.The innovation of this article is,by studying present materials and taking Ningbo as an example,it constructs a reasonable extent-evaluation index system,determines the relative evaluation grade of the reasonable extent of small towns in certain regions,and finally makes use of artificial neural network in the research of the optimization-computation of the reasonable extent-evaluation of small towns which is a complex geographical system,and provides a set of practical frameworks and research approaches for the study of reasonable extent of small towns in the future.By establishing the reasonable extent-evaluation index system of small towns,constructing a set of 7-12-1 BP neural network models,and dissecting the reasonable extent of small towns in Ningbo,we eventually get the evaluation grades of the reasonable extent of 80 small towns in Ningbo in this article. The results of study show that in 80 small towns in Ningbo,22 are excellent in extent-reasonableness,2 are good,40 are medium,5 are average,11 are poor. Through the analysis of comparison with the real situation,we see that the simulated effect of BP neural network is good,and can be used in practice.
