Zhejiang Pinghu Culture Industry Development Support Policy Research

As the 21st century sunrise industry and new industry, cultural industry is changing Chinese culture construction and cultural development form in a new way. At present, to promote cultural industry has become an important strategic choice for regional industrial structure upgrade, growth mode transformation, regional competitiveness enhancement and the construction well-off society's. Compared with the other industries, the government's strategy and support policy has an important influence on the healthy development of regional cultural industry. From the 1980s to now, our government has formulated a number of policies and measures to support and standardize the development of cultural industry. From nearly 30 years of the implementation of the policy, it is obvious that the cultural industry support policy played a significant role in the promotion of cultural industry and we made a lot of achievements. But it is undeniable that the cultural industry support policy does not fully adapt to the present development of cultural industry. The present problems of our cultural industry support policy can be summarized with six words----" absence, weakness, change, unfocusedness, disorder and generalness". "Absence" means that the development of cultural industry still lack full support and there exists blankness in some fields."Weakness"means the present policy is a little soft and doesn't fully play the role. "Change" means the policy is changeable and lacks stability. "Unfocusedness" means that the policy isn't focused and targeted."Disorder"means that the policy is not consistent and lacks necessary coordination."Generalness"means the policy is not specific and practical. How to promote cultural industry by formulating scientific and reasonable support policy is a problem that should be considered by all levels of government when developing cultural industry. This problem has been studied by some researchers, but they focused more on big and medium-sized cities than counties. Therefore, this paper has theoretical and practical significance.This paper, based on research results of similar field at home and abroad, analyzes the present data and the specific policies of some departments in Pinghu in recent years and discusses the role of cultural industry policy, existing problems and solutions.The paper contains six chapters. The first chapter gives an introduction of the background and significance of the topic and the present situation of cultural industry support policy at home and abroad. The second chapter analyzes theoretical basis of cultural industry support policy systematically. The third chapter analyzes the present situation of cultural industry in Pinghu and problems of cultural industry policy. The fourth chapter lists the advanced experience in cultural industry policy of the United States, Britain and other four countries as well as Shanghai, Chongqing, and other three areas. The fifth chapter offers some suggestions for the perfection of culture industrial support policy in Pinghu. For example, to reform and rationalize the management system of cultural industry, to perfect the cultivation of market main body, to broaden the financing channels, to maintain the market operation order, to to create a fair and efficient market environment, to perfect the policy of utilization of talent resources and cultivate innovative talents, to formulate and perfect the policies of cultural industry plan, finance, tax and so on. The last chapter draws a conclusion and presents research prospects.
