The Public Policy Research Of Promoting The Development Of Heilongjiang’s Cultural Industry

Through the thirty years of reform and opening up, China has made great economic construction achievements attracting worldwide attention. In recent years, China vigorously develop the economy, and at the same time begin to focus on promoting the development of cultural construction that is the growing spiritual and cultural need of people and the inevitable law of social economy development. Since21st Century, our party and government have paid great attention to cultural industry development, and have specified the way of culture development in various guidelines, policies, regulations, decisions and resolutions. Party’s seventeen sessions of six CCP plenary conferences have paid great attention to cultural industry development, and made the strategic deployment to deepen the development of the cultural industry and to promote socialist cultural development and prosperity."The Twelfth5Years Culture Reform and Development Program" cleared the guiding ideology, specific tasks and the major move of cultural industry development once again, and made the comprehensive deployment on the cultural industry development. Heilongjiang located in the north of China has a long culture history and the rich cultural resources. But for a long time, due to the lagging ideas, the failing fund, the defective policies and the missing implement, Heilongjiang’s cultural industry development had lots of difficulties, and cultural industry development has been in a relatively backward state. Therefore, that promoting the cultural industry development in Heilongjiang has become increasingly urgent and necessary and the cultural industry development will become the focus of the economic development of Heilongjiang in the next few years.
