As one of the four important communication acts, speaking has long been neglected, while oral English has always been a weak point in college English teaching. HoWever, the development of theory of and the deepening of research on oral English and the demand of social development make it necessary to improve students?oral English level. This paper describes the important status and the process involved in speaking theoretically, analyzes the current situation of oral English teaching, and points out the main restrictive factors of the development of oral English. In addition, some widely used approaches are adequately discussed with the conclusion that the traditional ones, which have some limitations and neglect the cultivation of thinking ability cannot improve students?communicative competence effectively. The popular ones (e.g., communicative approach) cannot completely adapt to the current situation of oral English teaching in China. In this paper a new model proposed and applied in practical teaching tries to put communicative factors into traditional oral English teaching, which thinks each link of oral English teaching should be useful to achieve the goal. In a word, only students have plenty exposure to English can they communicate in English fluently and idiomatically. Because nothing should be spoken before it has been heard, nothing should be read before it has been spoken and nothing should be written before it has been read.
