Focus On The Famine Relief Work Of The Government Of TheTang Dynasty-----Based On The History Materials

After through study of the historical materials about the famine and the natural calamities relief work in the Tang Dynasty. The thesis focuses on three aspects, my aim is to fill in some gaps and omissions in the research and provide the modern people with some references.Firstly, the thesis studies the basic facts of the famine, and puts stress on analyzing the viewpoints of the famine of the Tang Dynasty. At that time, the people had realized that the natural calamities relief work had great strategic significance to the agriculture, the national assets and the political stability. But they couldn't understand scientifically the cause of natural calamities. They thought there was close and inter-dynamic relation between heaven and man. The natural calamities were regarded as the wrath of heaven, therefore, the government made three plans to help the people tide over the natural disasters i.e. praying to the gods, improving the political policies and relieving the poor and destitute.Secondly, the thesis studies the countermeasures that were carried out by the government. They consisted of the measures of prevention, fight and resumption. These measures were systematic, institutional and flexible. As may be inferred from this, there was inter-dynamic relation between the national power and the famine relief work, and the clear-sighted ministers in power can give impetus to the work.At last, the thesis analyzes the effect. It expounds the system of administrative management of the disaster alleviation and the officials' jobbery in country Tang, then points out it was the highly centralized policy-making setup of the state and the jobbery of the government officials created great obstacles to the natural calamities relief work. We can make a conclusion that the perfect organization of state is powerful backing to combat natural disasters.
