Historical and Cultural Heritage is the historical inheritance and traditional cultural carrier (or expressible form) of all material civilization and spiritual civilization that former human created as well as the natural landscape connecting with human's practice. World Heritage is the marrow of Historical and Cultural Heritage .It contains "World Natural Heritage", " World Cultural Heritage", "World Natural and Cultural Heritage", "World Cultural Landscape" , "Human Oral Heritage and Immaterial Heritage Delegate". Historical and Cultural Heritage has three basic characters ,first, Historical and Cultural Heritage is exclusive and not re-creative, it is the testimony of the history affairs and courses; second, the Heritage must be artificial or connect with practice . It has abundant cultural connotation; third, the Heritage is "living", it embodies human's living active as historic object. It has important significance that we study , protect and develop Historical and Cultural Heritage .It is important significance for Historical and Cultural Heritage to build the advanced culture of Chinese characteristic socialism. It wants correct guide of scientific theory to study , protect and develop Historical and Cultural Heritage. Historical and Cultural Heritage idea of Marxism is a guide thought that we protect and study Historical and Cultural Heritage in the new era. This paper discusses and analyzes the concepts and characteristics , the form and essence ,the functions and values of Historical and Cultural Heritage .It clarifies that Historical and Cultural Heritage is the historical object and traditional cultural carrier (or expressible form)which was created by former man in the practice of reform the nature world ,reflect man's essential force. There are four essential properties of historic authenticity, scenic integrity ,vestigial explanation and living continuity in the Historical and Cultural Heritage. There are a lot of values and functions in the Heritage. Only do the diversified functions be brought into play that the values are embodied. If emphasize the certain function too much, we'll damage the whole values. Historical and Cultural Heritage have cultural industry function, tour function, spiritual home function ,ecology function, historical document function, propaganda and education function etc. Accordingly, Historical and Cultural Heritage mainly have historical and cultural value, economic value, artistic value, spiritual value, scientific research value and the special exist value etc. We now must repeated think the problems in studying , protecting and developing Historical and Cultural Heritage. We must solve the contradictions of the Heritage and human, history and reality, knowledge and practice. We must set up the consciousness of Historical and Cultural Heritage, insist on the concrete, historical unity ofknowledge and practice. I put forward my opinions in this paper that they are counter measures of studying , protecting and developing Historical and Cultural Heritage. These opinions are: protecting the reality and completely of the Heritage indeed, "effective protecting" is as important as "reasonable utilization"; carrying out the digitizing strategy of national Historical and Cultural Heritage, urging Historical and Cultural Heritage to continuous develop; applying for World Heritage aim to promote the protecting consciousness; both the modernization building and Historical and Cultural Heritage protecting are exist at the same time and glory together. Human protecting and lasting himself, admire and understanding himself, creating and developing himself by protecting and inheriting Historical and Cultural Heritage. Historical and Cultural Heritage has important status and function in human's living and developing.
