China is a large cultural country with a civilization history of more than 5,000 years,with rich historical and cultural heritage.As an important part of national culture,historical and cultural heritage is not only an important cultural resource to support social changes,but also the common wealth of Chinese children and even all mankind.Attaching great importance to the protection of historical and cultural heritage,achievements in the contemporary era will benefit the future.General secretary Xi Jinping pointed out in the party's 19th congress report that it is necessary to"strengthen the protection and utilization of cultural relics and the protection and inheritance of cultural heritage",which has pointed out the direction for governments at all levels to exercise their functions of historical and cultural heritage protection.Under this background,this article is based on the actual situation of area Y-the old city,the old city and the core city,where 90%of Yangzhou's historical and cultural heritage is located,and studies the protection of historical and cultural heritage in area Y.The concepts of historical and cultural heritage,material and intangible cultural heritage are explained and defined,protection theories such as cooperative management are discussed,the history and current situation of historical and cultural heritage protection in Area Y are mastered,the existing problems and reasons are analyzed,the advanced protection experiences in Japan Nara,Shanxi Pingyao and other domestic and foreign regions are learned,and the countermeasures to strengthen the protection of historical and cultural heritage in Area Y are put forward.The first chapter is the introduction.This paper introduces the background and significance of the research,expounds the present situation of the research on the protection of historical and cultural heritage at home and abroad,and determines the research methods and ideas with the literature research method,empirical analysis method and comparative research method as the core.The second chapter is the concept definition and theoretical basis.On the basis of examining the concepts of " history"," culture" and " heritage" this study holds that" historical and cultural heritagef,mainly refers to wealth with historical and cultural values left over from the past development process of nature or society.According to the morphological attributes of historical and cultural heritage,historical and cultural heritage can be divided into" material cultural heritage" and " intangible cultural heritage".This study also explains the relevant theoretical basis for the protection of historical and cultural heritage,specifically expounds the basic connotation of the two theories of " coordinated governance" and " sustainable development" and their relevance and promotion to the protection of historical and cultural heritage.The third chapter is the history and current situation of the protection of historical and cultural heritage in Area Y.First of all,study the quantity,type,cultural characteristics and historical value of historical and cultural heritage in Area Y to find out the general situation of resources.Secondly,according to different time dimensions,the historical process of historical and cultural heritage protection in Area Y is divided into three stages of exploration,starting and standardization to conduct research and sort out the development context.Thirdly,summarize the practices of historical and cultural heritage protection in Area Y to lay a good foundation for sustainable protection.The fourth chapter is the analysis of the problems and causes of the protection of historical and cultural heritage in Area Y.Based on the history and current situation of historical and cultural heritage protection in Area Y,this paper summarizes four problems in the protection of historical and cultural heritage in Area Y,specifically,the difficulty in law enforcement,the frequent destruction of historical and cultural heritage,the low public participation rate and the shortage of protection funds.The causes of the problems are complex.There are not only the reasons for the lack of laws and regulations,but also many reasons such as the government's management function is not in place,the public's awareness of protection needs to be changed,and the fund raising channel is single.The fifth chapter is the experience of historical and cultural heritage protection in advanced regions at home and abroad.This paper selects six famous historical and cultural cities at home and abroad,including Pingyao in Shanxi,Lijiang in Yunnan,Suzhou in Jiangsu,Nara in Japan,Florence in Italy and York in Britain,as the research objects,summarizes their practices and experiences in the protection of historical and cultural heritage,and concludes that the protection of historical and cultural heritage needs the support of relevant laws and regulations,should pay attention to the harmonious coexistence between the historical and cultural heritage itself and the surrounding environment,and should issue scientific and effective protection plans.The sixth chapter is the countermeasures to strengthen the protection of historical and cultural heritage in Area Y.Based on the actual situation in Area Y,this study believes that the protection of historical and cultural heritage in Area Y can be strengthened from the following five aspects.First of all,we should optimize the protection concept of area Y,accurately locate the urban area of area Y,and focus on enriching the humanistic connotation of area Y.Secondly,a scientific and effective protection system should be established by improving laws and regulations and safety protection system.Thirdly,we should extensively absorb various forces such as enterprises,social organizations and the public to cooperate in the protection work.Fourth,broaden the channels of raising funds by increasing financial input,introducing private capital and innovating financing modes.Fifth,it is necessary to further promote the in-depth integration of historical and cultural heritage and tourism,stimulate the vitality of surrounding cultural and creative products,and scientifically make good use of historical and cultural heritage.
