We have recognized the importance of constitutionality but have not recognized the importance of morality for a long time ,even have ignored it sometimes. With the experience of success and the lesson of failure ,the accumulation of problems ,Through developing economic and education ,can resolve and release a lot of conflictions ,but there are lots of conflictions can be solved only through constitutionality . Because of the regime and the normalization of law ,it can adjust the relation between rights and responsibilities and can solve the problem of social market economy effectively ,safely and soundly ,for so accepted by people rapidly . The building of constitutionality need to be far strengthened in the beginning part of socialism .Strengthening the building of socialism morality is an important content of that of socialism legal system . Any one type of social in the history has it' s morality civilization ,but the socialism has the better . After "the Third Plenary Session of the Tenth central committee " ,comrade Deng Xiaoping advocated the policy "grasp the secular culture meanwhile grasp the material culture" ,then the construction of modern socialism got the impressing achievement ;but there are lots of questions to be solved especially in the scope of morality and the part urgently ."Legislation of moral" is the very product of contemporary society "rule by law" and "rule by moral" have mutual connection ,they have the same point in content in some degree . Both are the upper layer of the country ruling theory ,serving for and founding on economic basement . They help each other and develop together in practice . Law has the character of imposing internal ,while moral has the character of softy ,depending on conscience ,Law and moral can adjust both to solid and integrate ,and should not enforce this and neglect that ,for legislation of moral can adjust both to solid and develop the society .As for the primary principles of the law and moral ,there are chances of legislation of moral . We can complete the legislation of moral through the method as follows :strengthening the legislation strengthening the system erection and moral education . While law and moral have the difference in the nature ,so the legislation must be in a sound extent.In a word ,legislation of moral can develop the law and moral well together and can prove them academic .
