This article analyzes the background that Roman Republic changed to the Roman Empire.The author uses comprehensive study method to do some research on the moral laws ofAugustus. The central thesis is Anti-adultery law and marriage law. Firstly, the article startsfrom the government, society, laws and moral, analyzes the published historic background ofthe moral decree, reveals the profound changes. At last, the author uses the research results asthe clue elements to reach the following comprehensive discussion. Then, discuss the reasonwhy Augustus established the moral laws. The reasons include the effects and the meaning ofthe confusion and the mutual game playing of the social authority and the governmentalpowers to the principate, and how Augustus try to rebuild the social order and maintenance thedomination of Rome in the Eastern Mediterranean world with the moral laws. Secondly, thefocus interpretation of the paper is about the context of anti-adultery law and marriage law ofthe moral laws, and deeper analysis of the specific facts of the government decree supervisesocial morality. Finally, based on the discussion of the moral laws, the paper investigates thereason why the moral laws can not be successful. The true reason is the contradiction betweenthe government regulatory objectives and the social self-government aspirations. Anyhow, thispaper attempts to start from analyzing the anti-adultery law and the marriage law of the Morallaws, research the relations between the Roman government and society, penetrates to discusssome key problems of government, society, laws, and moral in Roman historical changes.
