A Study Of The New County System Of The Jiangxi In The Late Of Period Of The Republic Of China

From the view of the political modernization, the grass root regime is the basis of the state political power. Nanjing National Government published the essentials of the county organizes in 1939, which symbolized the beginning of the New County System (NCS).The reform of the NCS was a great measure of the construction of the grass root regime. Its exploration and practice in political construction and democratic management had produced a certain degree actively influences in the course of modernization of Chinese grass root politic. It also had taken a important role in adjusting the administrative organizes, strengthening the abilities of mobilization to the social resources and supporting the war of the Anti-Japan. However, because of the nature of National Government, the defect of the NCS, the lack of funds and qualified personnel, the adverse political situation, the NCS had not achieved the satisfied effect.This paper studied the NCS in Jiangxi, expounded the course of its practice, the problem and defect, demonstrated the effect and the role of the NCS in the construction of the grass root regime and the social management, also analyzed its basic cause of failure and the historical enlightenment.
