The Research Of County Administration Construction And Administering Situation In Yan Jiang County(1942-1949)

When the strategic balance of power between Sui yuan province and the pro-Japanese regime in the western of Sui yuan province,Yan Jiang County born.It was born in 1940s,which were the consequences of the Sui yuan province through reducing the administrative level,rebuilding administrative organization in order that it could strengthen the Sui west social control.It conformed to the situation of the national government to implement the "Xin xian County system"in that period.In the course of the war of resistance against Japan,Yan Jiang county provided strong support in production recovery,social reconstruction,and maintained the Sui yuan provincial government and puppet regime confrontation.After the war,even though Yan County was set up the county senate dominated by the government,it made the county regime more democracies and legal color stronger than before,however the administrative institutions directed by the rural grass-roots.What’s more,the traditional governance mechanism took the policy out of ruling,made the society in turmoil,the status of society governance also tended to defeat.The purpose of this policy was to support the KMT and the Communist Party of China to fight for power.This paper analysed the government of the Republic of China period Yan Jiang county from system construction to the concrete implementation situation.The Yan Jiang county government failure was not the result of "the county system",was not the result of completing or lacking modernity,it was because of the corruption and the backward county of the "Xin xian County system" superficial.
