A Research On Ethical Evaluating Principles Of Human Gene Therapy

The primary etical principles veiled in the process of human gene therapy such as project applications,laboratory manipulating,clinical trials and commercial use have been summarized through literature investigations on policies and ethical guidances of genetic research especially gene therapy research of the United States,WHO,and other international organizations with our Chinese opinions . In terms of application of the Delphi method, the 8 items of more complete ethical principles and its explanations on human gene therapy are concluded which are useful ethical references for the sponsors, the laboratory researchers, the monitors, and the gene therapy administrators. They may also be used for reference in medical ethical education.The conclusions are evaluated by the experts and assessed with agreement ratio.By combining Delphi method with the incomplete Analytical Hierarchy "Process, we have tried to give the order of the ethical principles based on their importance to gene therapy. But the 68% of the orders given by the experts is inconsistent.,showing that the AHP is not easy to be manipulated in comparing the 8 items of ethical principles each other altogeter 28 times. The experts have different views on whether there is an order of the importance of the ethical principles.The differences of the gene therapy and the gene tranfer, and the other ethic problems involved in gene therapy are discussed simply.Some suggestions have been adviced on discusses of the ethics and reviews of gene therapy.The American policies on gene therapy technique are more complete than any other countries'. They are the basic reference for WHO and many other countries to work out their relevant policies. The WORLD MEDICAL ASSOCIATION DECLARATION OF HELSINKI is the original version, based on which many countries' ethical guidelines are made including China. Whereas, the influences of the nations, cultures, religions on ethics should be admitted . We should have our own ethical guidelines which accord with both international ethical criterion and the situation of our country.
