This paper attempts to discuss cultural art television series directed by Liu Lang from the perspective of the relation between culture and art. It has been divided into 3 parts. Part 1, first, interprets a phenomenon called Liu Lang Phenomenon through an introduction of Liu Lang. This background information explains how and why his particular style comes into being, then this part makes an effort to make it clear that regional culture is open. No matter where he was born, he can talk about Chinese culture and Chinese art in Chinese way so long as he has a better understanding of Chinese culture and good perception to art. Part 2 focuses on an analysis of the characteristics of his films, in other words, the methods to create poetic flavour and artistic conception as well as the glamour. The most striking feature of his films is poetic artistic conception which has achieved by an employment of selection, edition of tableau, narration, and music, and interweaving "picture" with "feeling" or "form" with "soul". The conclusive part centers on the deep cultural exploration and philosophic thinking embodied in the flowery language and aesthetic images in his films, to point that his creation has both perceptual and rational characteristics and style.
