In order to push the local culture development of XinJian County , the officials in the center government who came from XinJian built the County Guild in Beijing. The place was provided for the candidates for the imperial examinations and officials from XinJian who worked in BinJing . The County Guild reflected and promoted the prosperity of humanities in XinJian county. During more than 300 hundreds years , the clans whose surname was Zhang, Cao, Qiu and Chen(Cai) and so on in XinJian had been running the operation of the County Guild. And after mid Qing dynasty, the brothers named ChenYuCai in Wangshan,Datang took full responsibilities of maintain and management. This paper attempts to discuss the transferring process among clans of local management power in XinJian from WanLi period of Ming dynasty to late Qing dynasty, as well as to study the case of the famous family named Chen in Wangshan, Datang managing XinJian county from mid Qing to late Qing dynasty by investigating the history of the County Guild of XinJian in Beijing, in order to reflect the history of XinJian county from late Ming dynasty to late Qing dynasty.
