The history of Qing dynasty's administration in Tibet is a field with domestic scholars studied deeply,affected by domestic and international situations.but the history of P'o-lha-nas family's general government from emperor YongZheng 6th year to emperor QianLong 15th year (1729-1750 A.D.) has been researched very few. This paper attempt to elaborate all-sidedly contributions and faults of these two tibetan kings,P'o-lha-nas and his son Gyurmed-namgyal, as well as the mutual relation between their general government and the Qing dynasty's Administration policy and strategy in Tibet, and then reveal the important position of P'o-lha-nas family's general government taking on the history of Qing dynasty's administration in Tibet, starting and revolving around their relation.This paper primarily divides into four parts. the first part primarily introduces the historical background that P'o-lha-nas family rised abruptly. Since P'o-lha-nas was the core in his family, P'o-lha-nas's rise was prerequisite and foundation for his family rise.Therefore,this chapter also start to discuss revolving around P'o-lha-nas's rise.His rise abruptly had deep and complex political, military background: First, for political background, Qing dynasty needed to foster new secular noble to be in power to carry out its indirect dominance in tibet. This was a consistent policy in Qing dynasty early stage. this policy was the outcome of complex military affairs and political situation at that time,and related closely with Tibet Yellow Sect self instability; At the same time, fosterring new secular noble to be in power , was also a realistic need to guarantee Tibet steady. P'o-lha-nas's abrupt rise had already become an tendency. Second, for military background, the Khoshote-Mongols and Dzungars-Mongols tribes living in Qinghai and Xinjiang north to tibet were the biggest obstacle for Qing dynasty to unify northwest areas and control Tibet in its early stage.and these two tribes were the biggest threat to those Provinces that lie in Qing dynasty's northwest Border,such as Gansu , Shanxi,and so on. therefore Qing dynasty's established a defence system,in which tibet possess an important position. Qing dynasty needed to foster one military general in Tibet who must be loyal to Qing dynasty. While, P'o-lha-nas had had rich political military career as well as outstanding expression in 1727-1728 civil war ,which made him become the only candidate. The abrupt rise of P'o-lha-nas and his family's was also a necessary tendency.The Second part spread primarily revolving around the relation between P'o-lha-nas's general government and the Qing dynasty's administration in tibet.The relation between them was mutual. First,Qing dynasty's support with full attention was prerequisite and foundation for P'o-lha-nas's general government. With the support, P'o-lha-nas established firm political government, and performed many measures on the Aspects including military, religion , economy , diplomatic, and had gotten splendid achievements. during his rule, Tibet politics stabilized, the military threat coming from the Khoshote-Mongols and Dzungars-Mongols tribes effectively alleviated, socioeconomy recovered and developed, the secular regime had more few contradiction with Dalai Lama force group, Bhutan's attachment Furtherly made Tibetan border trouble and threat in southwest that lasted more than 100 years get a thorough solution. With these outstanding achievements, P'o-lha-nas had gotten tibetan support extensively. At the same time,with the influence and support of tibetan king P'o-lha-nas, the direct influence of Qing dynasty for Tibet also Gradually strengthened, it's major expression was on two aspects:resident minister formally established and became regular and systematic day by day;the Changing shifts of garrison troops also became systematic day by day.
