| Today we are striking for the modern aim of constructing the well-off society in a full-scale. An all-round well-off society is one in which the socialist material, political and spiritual civilization are all developed harmoniously. As is known to all, culture construction plays a very important role in modern construction. It is specifically pointed out in the report of the Sixteenth Conference of the Chinese Communist Party (CCP) that in order to fully construct the well-off society we must devote major efforts to developing socialist culture and constructing socialist spiritual civilization. In the contemporary world culture intertwines with economy and politics and its role and function in the competitions of comprehensive national power are becoming more and more prominent. The power of culture is deeply merged into the national vitality, cohesiveness and power of creation. In other words, the competition of modern society is one of the comprehensive national power. The status and function of culture construction in social competition are getting more and more dominant. Chinese modernization needs endless spiritual motivation and a kind of culture to prop up its backbone, which can embody the national spirit and soul.Since the founding of our new country, we have made some achievement in culture construction. Now, it is developing in a healthy and prosperous direction. However, reviewing the history we have to admit that in the process of culture development the new China experienced frustrations and troubles time and again and left many thought-provoking questions, which can be proved by the repeated difficulties and hardships aroused after the proposal of the Double-hundred Policy. It has been mentioned from different aspects in the research of the culture construction of new China and discussed at different levels in certain degree. Although some beneficial results have been achieved, it seems we haven't done enough in making further comprehensive and systematic study. With the new historical condition, it is necessary for us to draw a lesson from history and make some historical retrospection and scientific summarization to some significant items in culture construction for the purpose of reinforcing, developing and enriching the culture career. This article makes a comprehensive retrospection and contemplation to the historical process of the proposal and execution of this culture development policy --- letting a hundred flowers blossom and a hundred schools of thought contend. The purpose is to draw a lesson from historical experiences, take it as reference and thereby better grasp the spirit of the Sixteenth Conference of CCP and construct the advanced socialist culture to make it actively function in the overall construction of the well-off society.There are three sections in this article:Section One: The background information of the proposal of the Double-hundred Policy is mainly analyzed in this section.
