During the Six Dynasties, famine came in quick succession. Then the economy declined, the public order was in turmoil, many people hadto go into exile and live poverty-stricken lives. In order to developeconomy, stabilize public order and solidify their rule, all the governments had enforced a series of relief policy. The policy was all ready, and the ruling class attached into relieving. On the whole, which made the nation stable, the reproduction in order and the relationship peaceful between the ruling and the ruled class. But the relief was not efficacious from beginning to end. Not only was it with drawback, but also was in striking contrast with its actual effect and difficult to prove effective. During the early stages of the Song and Qi Dynasties, especially the periods of "Yongjia Sovereign" and "Yongming Sovereign", it brought about a striking effect that the public order was stable, the local administration straight and the financial resources plentiful. But during the other periods of the Six Dynasties, the war turmoil came in quick succession, the local administration became corrupt and the financial resources were in poor, which greatly affected the relief. Historical experience proved, if there were not peaceful social environment, straight local administration and plentiful financial resources as guarantee, however complete the relief was, it would be difficult to prove effective only in name.
