The May 30 Movement on 1925, began from the massacre which happened at Shanghai Nanjing Road on May 30, went on the next seven months at that time. For kinds of reasons, English government is regarded as the chief criminal in this incident.Virtually, Shanghai Municipal Council however, should take charge of the direct responsibility for the May 30 Massacre. Shanghai Municipal Council (S.M.C.), adopting the flinty attitude and conterplot, was one of the most important factors in the May 30 Movement, especially in the diplomatic negotiation which ended unsuccessfully for China. Yet, S.M.C. was ignored by the academia, as we reviewing that period of history on the points of anti-imperialism and anti-English. This dissertation, making use of the file Minutes of Shanghai Council, which without adequately recognition by domestic academe, as the basal material, will study the behavior and influence of the Shanghai Municipal Council during the May 30 Movement, and review the consistency and conditionality between Shanghai Municipal Council and the foreign mission that time.We can see the consistency among Shanghai Municipal Council, English Government and the foreign mission when we look upon them as aggressive forces. At the same time, conditionality would be obvious, seeing about the idiographic manners about aggression against China. Shanghai Municipal Council was seeking the short-term interest that could be gotten immediately. English Government and the foreign mission went in for the long-term cause, considering the political development. Study of the Shanghai Municipal Council in May 30 Movement, as a case study, is helpful for us to be convinced of the conflict and the complicacy among kinds of aggressor against China in the Chinese Modern History.
