As an important part of Shanghai Municipal Police(SMP), this paper focuses on the Indian policemen of Shanghai International Settlement, which emphasizes the Municipal Council’s management and the control of the Indian Police Force.The first chapter is intended to make clear the development context of SMP. The birth of SMP had a close connection with the Taiping Wars and the insurgence of Triads in Shanghai City. Shanghai British concession established its police force formally in1854, which marked the initial establishment of security guard force in Concession. Policemen, as a major force in maintaining social order and the prevention of hazards, play an important role for the maintenance of social stability. In1863, the British Concession and American Concession were combined to Shanghai International Settlement. With the expansion of the concession area and the increase in population, SMP grew stronger gradually. The number and composition of the policemen were extended. As a result, the Indian policemen appeared in Shanghai International Settlement.The second chapter describes some details of the Indian policemen, such as its appearance, how to recruit, salary, promotion, rewards, punishments and other specific matters of personnel management. It is intended to reveal the Indian policemen’s recruitment facts, and to show the police management of the Municipal Council.The third chapter is due to the offences and strikes made by Indian policemen. The offences with Indian policeman is not uncommon. There were four strike events relating to Indian policemen.This chapter, by combing Indian policeman’s offences and strikes, analyzes how the Municipal Council dealing with the Indian policemen in the face of unexpected events, in order to achieve effective control of the Indian policemen. The forth chapter is attempted to study the impression of the Indian policemen in China, through the reports of the Indian policemen on Shenbao. As one product of the Concession times, the Indian policemen left a deep impression to Chinese. There are many records of the Indian policemen’s bad behavior in the newspaper Shenbao, such as theft, fraud, rape and so on. As conquered people, the Indians came to Shanghai Internal Settlement acting as foreigners’ policemen, and got the management of the Chinese people, which appeared to be an insult to the Chinese. As a result, when facing the Indian policemen, Chinese felt angry and despised, but with sympathy.On the basis of the former texts, the last chapter sums up the characteristics of the Municipal Council’s police management, through the supervision of the Indian Branch.
