THE origin of modern urban traffic management was in the western countries. Chinese urban traffic management developed with the opening of Leasing Settlement and the introduction of modern municipal minds and patterns. As theadvanced area of modern urban traffic management, Shanghai International Settlement (including the previous one—the British Leasing Settlement), had conspicuously played their exemplary role to the whole country. In order to keep traffic system and peace of residents' life, the Leasing authority guarded against and solved traffic issues, then constructed a system of the urban traffic management in the modern sense, by strengthening the function and division of traffic controllers, perfecting the agency, improving the drafting and promulgation of traffic laws. The above mentioned measures had controlled and done minimum damages of traffic accidents, also built a relative environment offering security and peace. In the process of urban traffic management, traditional Chinese couldn't adapt it, which was mingled with culture, interest, national contradiction and so on. Thus, collision and trifles between Chinese and foreign society rose up. Despite this, the difference blended together in some extent gradually. The process of urban traffic management acted by the authority of International Settlement had strong influence on the residents' growth habits, which cultivated their consciousness of rules and traffic safety. It also embodied the modernization of Shanghai city.
