On the basis of The Minutes of Shanghai Municipal Council and on the case study of Shanghai Municipal Council, this paper mainly analyzes the relationship between Chinese and foreigners in Shanghai International Settlement, between 1928 and 1937, including its historical factors, evolution and concrete manifestation in the new historical period.This paper is constituted of five chapters: the first chapter is an introduction, consisting of the topic origin, literature review and the explanation of historical data and time. In Chapter Two, it elaborates on the background and historical factors of the new relationship between Chinese and foreigners. Besides, it makes a detailed research on the recent development of Chinese people's suffrage movement and the special community of Hua Dong. Chapter Three analyzes a series of changes of Shanghai Municipal Council under the new pattern, which made a crucial influence on the evolution of the relationship between Chinese and foreigners. The main objective of Chapter Four is to elaborate on the main topic in the relationship between Chinese and foreigners and on recent performance of the cooperation and resistance of the relationship between Chinese and foreigners in the new era. It also inspects the Japan factor's influence on the special relationship. Chapter Five is about the general conclusion, which makes an overall statement and briefly reviews the evolution of the relationship between Chinese and foreigners from 1928 to 1937.
