The Study Of Qing Government Neutral Policy During The Russo-Japanese War

The modernization of Chinese diplomacy is the important part of China's modernizationin late Qing Dynasty, the evolution of Qing government's diplomatic policy in differentperiods reflected the sinuosity and hardships in its diplomatic modernization process. Neutraldiplomatic policy being carried out by Qing government during the Russo-Japanese War hadcentrally reflected modern China's poverty weakness and helpless in diplomacy. This was adiplomatic policy that modern China had consulted neutral regulations of law of nations andcompletely acted them in accordance with international tradition at that time during the wholeprocess of Russo-Japanese War. First, the article disserted the historical succession of Qing government's neutral policyduring the Russo-Japanese War and the internal and external reasons why such a policy wascarried out. The article had emphatically analyzed Qing government's effect on production ofthe policy and the other Big Powers' influence on the policy. The Qing government's neutralpolicy during the Russo-Japanese War had defended its dominion subjectively and fittedobjectively the Big Power's benefits in China, especially Japanese and Russian benefits innortheast China. Second, the article discussed the content of Qing government's neutral policy, reviewedregulations and clauses of the neutral policy, its incumbency and right from the law of nationsat that time. By analyzing the incumbencies and rights that was enjoyed by Qing governmentin neutral state, I affirmed the policy's positive meanings at that time and pointed out itsdefects and flaws and the reasons why they existed. Third, the article emphatically analyzed the implement of Qing government's neutralpolicy. By drawing out and analyzing some representative cases of Qing government'scarrying out its neutral policy during and after Russo-Japanese War in and outside of the warzone, we can sublime more comprehension to the policy to grasp the basic historical clue ofthe neutral policy's implement and understand the hardships of Qing government's defendingits neutral incumbencies and rights. Last, I drew the conclusion from dissertating Qing government's carrying out its neutralpolicy during the Russo-Japanese War. Such a diplomatic policy which had the law of nationsmeanings was the result that Qing government's benefits making concessions to the BigPower's benefits in China mutually, it was also a choice to realize Qing's national andnationality's benefits maximization. The policy had adapted China's semi-colony internationalstatus at that time and it was an outcome of all historical factors' acting together.
