In Japan, there is a long history for the theory of Continental Politic, which put China and Korea Island as the invasion objects. In the year of1890, Yamagata Aritomo made the theory of’Sovereign Line’and’Interest Line’, which means the modern Continental Politic was born. Starting from Meiji Restoration, Japan really started to put Continental Politic into practice. But when Japan prepared to control Korea totally and expanded to the Northeast of China, its action was obstructed by Russia. In1980s, the construction of Trans-Siberian Railway as a symbol, Russia started to pay attention to Far East, and its Far-eastern Policy, in which Northeast of China and Korea Island were very important. So it’s bound to conflict between Continental Politic and Far-eastern Policy. In the year of1897, Boxer Rebellion broke out in China; Russia took advantage of the occasion to military occupied Northeast of China, and refused to withdraw troops unless China agreed Russia’s requirements in the district. At last, Russia didn’t withdraw troops on schedule, which directly leaded to Russo-Japanese War. Komura Jutaro was a very important diplomat in Japan before and after Russo-Japanese War. He putted closely attention to Russia’s action in Boxer Rebellion. He tried to break the Sino-Russian Secret Treaty, tried to prevent China admitting Russia’s requirements and played an important role in concluding The Northeast Settlement Treaty. At the beginning, he tried to negotiate with Russia, and soon he realized the program would not be successful, so he helped to make Anglo-Japanese Alliance to fight with Russia. As the Foreign Minister of Japan, Komura Jutaro guided the diplomatic activities before Russo-Japanese War.
