During the period of the First World War, the Peking Government has adopted a neutral stance and has issued the neutral laws and regulations.Chinese neutral position was recognized by the belligerents, so that the Peking Government’s neutral policy was established. The Neutral Policy was not only the foreign strategy which the Peking Government taken the longest time in the World War I, but also a important measure that the Peking Government prevented war and safeguard its own interests. This article intends to make a comprehensive investigation and analysis of the establishment and implement of the Peking Government’s neutral policy in the World War I.In addition to the introduction part, it is divided into four chapters.The first chapter mainly discusses the Peking government response to the war, the established process of the neutral policy and the neutral organization, in order to understand the diplomatic considerations that the Peking government adopted a neutral attitude. The second chapter mainly discusses major measures of the neutral policy, to realize the implementation condition of it. The third chapter mainly investigates some important negotiation cases about the foreign warships’ military equipment, to investigate the implementation’ plight of the neutral policy.The fourth chapter is connected with the neutral policy’ evaluation,including the Neutral Rule and the neutral policy’ plight, etc.The Peking Government’s neutral policy not only involves the interests of the belligerent in China, but also to maintain Chinese national benefit and neutral status. To explore the Peking government’s neutral policy in the World War I will enable us to fully comprehend foreign relation at the time and external difficulties faced by China.
