Before the Russo-Japanese War, Russia is interests in order to intake in the Far East, the Far East policy has not been implemented easily, but after a very long time eventually formed. Russia Far East, the process of implementation of the policy has contradicted with the implementation of Japan's "mainland policy"sharply. Russo-Japanese conflict escalation resulting in the Russo-Japanese war.After the Russo-Japanese War, Russia changed from the real interests of the original Far East policy, sought to achieve the balance of power in Northeast China and Japan, which dominate the Far East together with Japanese. Meanwhile, the U.S. attempted to use the "open door" policy implementation to invade in Northeast China, and have the leverage with Japan, Russia for equal opportunity, but also to promote the adjustment of the Russo-Japanese relations. Due to United States, Russia adopted a joint anti-US foreign policy with Japan, signed a "Russo-Japanese secret" four times. The Russia-Far-East-before-the-war-policy was changed by many factors,. Herein, current views of Russia adjust the domestic policy of the Far East after Russo-Japanese war are lack of systematic research, in the third chapter of this paper we will do some more systematic induction, meanwhile, research in the change of Russian Far East policy after Russo-Japanese War will do far-reaching implications in study of international relations in Northeast Asia before the war.
