English as a foreign language has been taught in China for several decades , which is viewed as one of the key educational programs. It has long been recognized that the qualities of English teachers play an extremely important role in enhancing students' proficiency in using the target language. The field of teacher education is a relatively underexplored one in both second and foreign language teaching. The literature on teacher education in language teaching is slight compared with the literature on issues such as methods and techniques of classroom teaching. Few of the articles published in the last twenty years are data-based, and most consist of anecdotal wish lists of what is best for the teacher. "Minimal attention is paid to the development of teachers in second languages. As we move from a period of ' teacher training', viewing teacher preparation as familiarizing student teachers with techniques and skills to apply in the classroom, to 'teacher education' characterized by involving teachers in developing theories of teaching, understanding the nature of teacher decision making, to 'teacher development' characterized by facilitating teachers to make reflections over teaching practice, observe their classroom behaviors, assess the efficiency of teaching and conduct some action research. As a result, a formative and developmental assessment tool satisfying teachers authentic need and growth is expected to be constructed.Traditional teacher assessment model, for a long period of time, prevails in the field of teacher evaluation, no matter how hard we try to strive for innovations and renewal of assessment for the foreign language teachers. Deeply-rooted reward-and-punishment assessment model is characterized by emphasizing product-oriented and quantity-based tool. Teachers interaction with the patriarchs, cooperation with the colleagues, as well as teachers affection and cognitive component are confronted with the frustration of being neglected.Based on the view above and armed with much material about the new trend in teacher education program in the western countries, this dissertation puts forward that teaching portfolio assessment, as a popular teacher evaluation model, should be strongly recommended.
