Communication is the people's basic way of existence and socialized basic way, an inherent mechanism that an organization operates, the strong motive force of social progress, nationality's prosperous and country's prosperous reliable assurance ,occupying the important status in Marx's historical materialism. Communication is spontaneous, but people don't discretionarily communicate each other. Institution is coming into being in the course of communication. Institution maintains order of life .So communication correlates with institution. They depend on each other, influence each other. Form headspring, communication produce institution. Institution is result of communication. But in practice, institution is precondition of communication, deciding and adjusting mode of communication, affecting the development of communication.Today, new technical revolution brings the modernization of the communication means, and the great change of communication has take place in the activity. World generally communication must bring the international institution. With the deepening of China's reform and opening-up and construction of market economy, we face the complicated, multi-level institution conflict. This require us must instruct reform and innovation of the institution using materialism theory. On one hand we should adhere to the socialist basic system, on the other hand we should absorb actively the scientific experience of management and concrete regulations of the western developed country, insist on with the democratization building and improving the socialist system legally.
