It include industrialization stratagem ,area equilibrium stratagem and national defence stratagem.But be short of manage experience and the mistaked Left—idea appearing, the West centei—city was faced with many problems. The abuse that heavy industry preferential development primarily appear. The nested industry construction didn't assort with the city construction. Planned economy system restricted the city energy.Today, at the surrounding of socialism market economy, we shall use the chance that impolder the west area, and not only seek the central government's sustainment, but also dredge up superiority of the west area oneself.
