Urban Social Problem And Control In The Beginning Of New China

It was both an important social transformation period and an important stage for urban development in the beginning of New China. Not only did the number and population of cities increase, but also did the property, function and structure of cities change a lot. As a tattered half-colonial and half-feudal country, the old China left not only left some severe urban problem such as opium, prostitution, vagrant and beggar with the new China, but also passed unemployment, inflation, the problem between labors and owners and the problem of families to the new society. At the same time, cities met the problems of social security, worsened hygienic condition and throughout of contagious disease. These problems have the properties of intersection, chain reaction and unevenness, the reasons of which were very complex: it depended on the level of productive forces and the management of the urban managers; it also depended on the city structure and function change; at last it depended on the change of urban social structure, social psychology and the social value system. Whether or not could the problems be properly solved, would affect the consolidation of the new-born government, also it would decide if the cities could be changed from a consuming one to a productive one.After the new China was founded, facing the different obvious social problems, the leaders of the CCP and the country successfully solved them, using different control method according to different sort of problems:To the problems of opium, prostitution, vagrant and beggar left over by the old China, the people's government solved them mainly by social them by socialtransformation. By venting their grievances, condemnation and some other methods, the government inspired them to love the new China and to help them to establish the thought of that working is glory, at last made them to become the socialist worker who can earn their own living.The properties of the problems of unemployment, inflation, relationship of labors and owners, marriage and family, though already existed in the old China, were changed due to the system change and structure adjustment after the new China was founded, and the performing method was also different from what had been before. By expanding industry, enacting and publicizing the new laws and regulations, making effort to decrease the effect made by system change and structure transform, encouraging the public to overcome the difficulty, the people's government solved those problems. And on the way to solve those problems, the government set up the social insurance system gradually, by which the new laws and regulations got well welcomed by the publics.The condition of city security and environmental hygiene would affect not only the live of urban citizen, but also the image of the cities. In the beginning of the new China, the leaders of the party and the country took it as an important step of improving the living condition and city image, changing the ruling class owned cities to the labor class owned cities, to reorganize city security and environmental hygiene. Also the government took some steps to improve city security and image by hitting those who disturb the city security, getting rid of the long piled up garbage, dredging irrigation canals, pruning the street, controlling the contagious disease which did harm to the public.By controlling the urban social problems successfully in the beginning of the new China, the leaders of the party and the country not only created a safe environment for the stable development of cities, by which the exchange fromconsuming cities to productive cities was realized, but also trained a group of excellent urban managers through the process of controlling the social problems. Besides, when controlling the social problems, the government made the new thoughts and the new customs go deep into the public's heart by the method of arousing public movement and propagation and education, which contributed greatly to the improvement of social customs.
