The relationship between the country and the city include reciprocal relationship among the politics, the economy, the people, the society culture, the technology and so on. The essence of it is the effective implementation of the resources' distribution and circulation between the two geology units (which are also two different kinds of living forms). The most important aspect is certainly the economy relationship. In addition, the relationship between the country and the city is also the relationship between the industry and the agriculture in some degree. In the early time of our country foundation, the leaders of our country adopted many ways to form the new kind of such relationship timely according to their thoughts about the comparisons in front and behind the country foundation. From then on, a kind of relative harmonized relationship came into being slowly, which reflects in politics, the economy and the society.From 1953, in order to make our country prosperous and strong and keep up with America, Britain, our government began to operate the first 5-year plan with the help of the former Soviet Union and the social country in East Europe. At the same time, large-scale economy construction and industrialization process, which was based on 156 important items aided by the former Soviet Union and was consisted of 694 building units, was operated through decreasing the workers' salary, forming the price scissors between the industry and the agriculture to reduce the agriculture products price. The historical decision aimed at changing Chinese fate greatly influenced China; it also touched upon all aspects such as politics, economy and so on. In addition, the other reasons such as our large populations, rapid increase rate, frequency nature calamities and the agriculture cooperation acted together to change the new relationship between the country and the city.The new changes expressed in several fields, which specially reflected in the early forming of city tendency, the unified selling and buying of the wheat and cotton, the establishment of the supply rules of the food and the oil. And all of these became the base of the two-factor pattern between the country and the city. Just because the above-mentioned changes came into being for the first time, the people had enough confidence to our government and the government's endeavors to regulate the relationship, it was still harmonized. So, there were some changes in the relationship, and there were some influences on all aspects of the city and the country, but they remained the forward developing tendency all the same.In the end of the article, the affect to the following development is raised up, it is certainly based on the concrete analysis of its characteristics in the whole article.
