The innovation of any scientific technique will cause the transform of the culture and network is also like this without exception. The information reform that takes computer network as the core is a vital technique reform of the social development and it will necessarily bring the transformation of the value system. In the short ten years, network experienced the process from the noble class to the populace. It not only creates a completely new living space for human beings, but the network culture. Different from the traditional culture, network culture entered the marketing and commercial tracks after itsbirth and formed a newly-rising culture industry------ network culture industry.Network incorporates things of diverse nature and network culture industry is even richer and more colorful, including news resources and information in the internet, network literature, network music and film, network game and cartoon, etc. Among those, some has formed mature industry chain and some are still in the process of development and exploration. However, they have a common feature, i.e. they are closely related to network techniques, either they are bora in network, or transmitted through network, or provide service by use of network.Network culture industry play important social role in economy and culture,i.e.they advance economy development,culture communication,inter-entertainment and education.At present, network culture industry develops swiftly and violently, whereas it is also confronted with developing difficulties, such as the insufficiency of the provision of cultural products, the lag of laws and the lack of talents, etc. As for these, both the government and the operators of the network culture industry should actively seek for relative policy to make network culture industry better develop its social function.
