After World War II, Nazi's reactionary rule was overthrown in Germany. What Germany faced was not only what kind of country to be set up, but how to develop the real democratic political culture with general significance from the history full of moral and political disaster. Not accomplished in one move, the construction and development of the new-type democratic political culture with German Constitution and its implementation as symbols has gone through a winding course, during which the political education has played an important role in the political culture's transition. Attaching great importance to the function of political education which is regarded as part of ideology work, German government and parliament have structured perfect political education system and formed the distinctive political education operating mechanism and mode with the purpose to strengthen people's enthusiasm and abilities to take part in political cooperation and to cultivate mature citizens for the democratic politics. Through political education, German government has helped its people establish correct historical view on the Second World War and concepts of value such as on democracy and freedom. The change from traditional authoritative political culture to modern democratic political culture has been realized.With the relation between political education and political culture as the logic starting point and German people's psychological development process as the historical clue, this thesis emphatically discusses the guidelines, operating mechanism and mode of German political education, and the role which German political education has played in political culture's transition. Apart from the introduction, the thesis is divided into four chapters:The first chapter, from the general extent, analyses the essence of political culture, transition of political culture and political education, and the relations between them. In this part, the author also discusses the function of political education in political culture.The second chapter reviews the history of German political education. German political education has contributed a lot to the formation and development of political culture in different periods. Each time when social structure and political order changed, different educational objectives and tasks were accordingly established for the work of political education.
