The policy to the issue of Chinese Representation in the United Nations is theweatherglass of American Chinese policy. Therefore, we can understand the track ofAmerican-Chinese relations after the World War Ⅱ and the orientation and evolvement ofAmerican Chinese policy by research into it as a case study. This paper try to analyze theorientation and trends of American policy on this issue during the Nixon Administration,especially the factors of affection and the reason of failure , by filtrating and clearing up somenew declassified files in FRUS and DDRS which is relevant to the issue such as come-and-gotelegrams ,record of conferences, memos and reports etc. and try to discuss the substance andthe failure of this issue under the circumstance of the late 1960s and early 1970s when therelations of American and Chinese are relatively eased.This paper is divided into five sections:First, Discuss the origin and the constant standpoint and different strategies in differenttime of the Administration pre-Nixon on this issue. America successfully prevented the returnof China to the UN by the means one after another such as "Postponement of Consideration"and "Important problem".Second, analyze the formation process of Nixon Administration' new strategies on theissue, mainly including the new condition that Nixon facedThe voting result of "ImportantIssue" resolution had indicated that the strategy which excluded China from UN was destinedto fail. UK and Canada denied to support America any more, moreover, the United Statesexpected to realized droit-balance and turned the disadvantage position in the internationalaffairs by easing up the relations with China. All of these attributed to the changing ofAmerican position. This is conflict to the purpose of keeping Taiwan however. Before makingthe final decision, America positively coordinated with his allies, and later announced to thepublic his final decision—"Dual Representative".Third ,after analyze and the discussion, American decided to go the "dualrepresentative "route, and consulted with its allies, as well forced Taiwan authority to acceptAmerican's arrangement.Fourth, The implement process and result of "Dual Representative". The primaryobstacle of "Dual Representative" is the objection from the two administrations of China. ButTaiwan tolerated it duel to the threaten from America. America proposed tworesolutions-"Dual Representative" and the revised "Important Issue" to General Assembly,and pursuit the support from other countries. To make it success, America made a final pushto turn the disadvantage position and established contingency planning when closed to theDiscussion. However, the voting result is extremely surprised to America. Although theresolution of the "Important Issue" is permitted to vote first, it was voted down. While thesubsequent approval of the "Albanian Resolution" meant the automatic rejection of the "DualRepresentative". The General Assembly of 26th made decision that resumed all the right ofChina in the UN.Finally, This section is the conclusion. I estimated the policy of "Dual Representative"during the Nixon Administration and analyzed the reasons of failure.
