In today's international community,China,as a permanent member of the United Nation Security Council,plays a vital role in the United Nation.However,the past histories has witnessed the 22-year twists and turns of Chinese government fighting for representation from the founding of People's Republic of China in 1949 to the formal resumption of representation of People's Republic of China in 1971.People's Republic of China was founded on October 1st,1949.The Central Party Committee of the People's Republic of China was the only legitimate government representing the Chinese people.From November15,1949 to January 8,1950,Zhou Enlai,the prime minister of State Council and foreign minister of China,twice called the Secretary General of the United Nations and the General Assembly President Rey and Romulo to make our stance that the new government of People's Republic of China resolved to restore its legitimate seat in the United Nations,and to urge the "Kuomintang delegation" should be expelled from the United Nations immediately.At first,it did not occur to the leaders of China that there were so many difficulties in the course of returning to the United Nations.According to the UN Charter,China's legitimate seat resumption in the United Nations should be performed the established procedure.However,on the occasion of Cold War,the Soviet Union and the United States getting into direct confrontation,the United States refused helping China gain the representation of the United Nations in order to maintain its strategic security of Far East,consequently relying on its strong power to manipulate the United Nations through supporting "the Kuomintang delegation" illegal occupation of China's UN legitimate seat.Here "the representation of People's Republic of China in the United Nations" rises.The United States has raised the “adjournment of discussion”,“important issue” and “dual representation” proposals from 1950 to 1971 to block China's way of returning to the UN,resulting in China's legitimate seat in the United Nations occupied by Chiang Kai-shek group for 22 years.Considering the Cold War and the ideological differences,the United States at the very beginning was against to resume China's representation in the UN.From the founding of China in 1949 to the Bandung Conference in 1955,the outbreak of the Korean War and the first Taiwan Strait crisis posed a great threat to the Sino-US relations.Thus,the United States was committed to further make China more isolate.Although the Soviet Union,India and other countries has been active in supporting China's legitimate seat recovery in the United Nations,all the effort were in vain in face of the strong resistance of the United States.The development of the representation of China during this period is almost stagnant,and the outbreak of the Korean war once more makes the problem even worse.In the middle and late of 1950 s,China began to advocate the peaceful foreign policy,and actively communicate with the third world countries.By1970 s,with the increasingly growth of China's national strength and international influence and the rise of the third world,the United States policy failed to block China's way.In October 25,1971,the United Nations General Assembly twenty-sixth session achieved an agreement in resuming China's all legitimate rights in the UN and in repelling the “representatives” of Chiang Kai-shek group from the UN.Since then,China officially restored the legitimate seat in the United nations.The first part exhaustively introduce the origin of China's representation in the United Nations and the attitudes of relevant countries toward the issue through analyzing the international background during this period to make a horizontal comparison on the stance of all the interest groups and the reasons why they held different attitudes towards China's representation;Then,this paper endeavors to summarize the hardships and development according to the time sequence of the period to work out the significance of some historical events made to the process of China's representation.Last but not least,this paper,through analyzing the influence of the issue of Chinese Representation,has learned experience and lessons of the Chinese foreign policy of this period,and some new reflections of China's foreign policy on the basis of today's world international political and economic pattern.
