In the post-Cold War era,the United States and Japan often have disputes over defense costs,which are mainly based on the differences of core national interests between the two countries.Interest is a strong bond of the alliance,and the redefinition of the US-Japan alliance itself is a problem of redefining,distributing and creating the national interests of the two countries.After the end of the Cold War,the United States still views Asian affairs with the cold war mentality and the zero-sum game mentality,and uses the first and second island chains in the Western Pacific region to meet its national interests in the Asia-Pacific region,and carries out blockade strategy against the Asia-Pacific countries.In this regard,Japan believes that the United States' actions have no direct impact on Japan's national interests and national security.This is the root cause of the defense dispute between the two countries – core national interests.According to the existing research results,the disputes between the United States and Japan in the field of defense can be traced back to the Cold War.The US-Japan security system has become an important pillar for the us to contain the communist forces in the Asia-Pacific region.However,with the rapid development of Japanese economy,Japan has gradually become a powerful competitor of the United States in the economic field.The ebb and flow of economic power between the two countries is bound to trigger a chain reaction in political,military and security fields.In fact,in the context of the security system,the United States and Japan have their own worries.Japan hopes to improve the status of Japan in the alliance while keeping in line with the interests of the United States in the Asia-Pacific region,and take this opportunity to break through the restrictions on the security system and take a step toward a “normal country”.The goal of the US-Japan alliance,according to us wishes,should be to give Japan a greater military role,but at the same time must be constrained by the us to make Japan serve its global strategy.Therefore,the United States and Japan on the issue of security disputes are inevitable.This paper aims to view the American security policy towards Japan from the perspective of Chinese scholars,which consists of three parts: introduction,text and conclusion.The introduction explains the origin of the topic,current research status,significance,difficulty and innovation of the research.Text is composed of four chapters,in time for the node,with the adjustment and reform of US-Japan security system between the two countries for architecture,on the day of the United States on security policy in the Asia-Pacific strategic interests and the overall strategic adjustment and the resulting changes in policy in Asia,to reveal the US-Japan security system reconstruction and the deep reason of the US-Japan alliance relationship “definition” and the profound influence,namely under the Cold War mentality,the US-Japan security system and alliance to constantly adjust and is defined as the two countries in order to adapt to changing international situation and the status quo of the alliance system,adaptive adjustment within the alliance system,through a new treaty or co-operation,to realize the “rebalancing” of interests distribution and alliance relationship between the United States and Japan.The details are as follows:Chapter one mainly reviews the national strategy of the United States at the beginning of the Cold War and the issue of Japanese military presence.The American national strategy is the foundation of the post-war foreign policy of the United States.The Asia-Pacific strategy of the United States serves the national security strategy,while the policy of the United States towards Japan is the concentrated embodiment of the Asia-Pacific strategy of the United States.The change of US policy towards Japan was deeply influenced by the international strategic environment,and its goal was to establish hegemony in the Asia-Pacific region and to make Japan the front line of the us anti-socialist camp in the region.To this end,the United States has formulated a policy towards Japan with the core of comprehensively consolidating and developing the political and military relations with Japan and strengthening the US-Japan security guarantee system.Chapter two mainly discusses the evolution of American security policy towards Japan in the 1960 s.During this period,the United States and Japan entered a period of adjustment and adaptation.The first “redefinition” of the US-Japan security treaty in 1960 ushered in a “new era” in US-Japan relations.It can be seen that at that time,the United States still regarded Japan as a “breakwater” to contain the socialist camp and tried to further control and manage Japan.However,in the late 1960 s,the trade friction between the United States and Japan gradually intensified.Although the friction between the United States and Japan was reflected in the economic field at this time,this imbalance in trade was actually the starting point and center of the economic friction between the United States and Japan in various fields,and also became an important part of the competition between the United States and Japan for political and military power in the future.The third chapter mainly demonstrates the expectation and unease of the US towards Japan's security policy in the 1970 s.Since the entry into force of the new Japan-U.S.Security Treaty,Japan has been more actively seeking to change the relationship between the United States and Japan.During this period,the economic frictions between the two countries also began to spread to the military and security fields.Even though both countries tried to improve the bilateral relations in the direction of serving the national interests of the two countries,the competitive relationship between the two countries became the key basis for disputes and frictions in the economic,military and security fields.Chapter four mainly discusses the military and security cooperation and friction between the United States and Japan in the 1980 s.In the 1980 s,the “world hegemony” of the United States and the “international nationalization” of Japan became the common goals of the two countries under the framework of the US-Japan alliance,and the status of the US-Japan alliance was enhanced worldwide.From this perspective,the evolution from the US-Japan “security relationship” to “alliance relationship” endows the US-Japan alliance system with a new status and role.The arrival of the “nakasone ken-reagan era” and the clear expression of the “alliance relationship” between Japan and the United States indicate that Japan has the tendency to strengthen and maintain the interests of the alliance actively in the alliance affairs.The relationship between the us-japan alliance and Japan's realization of the goal of great power has been gradually established,which has significantly strengthened the idea of US-Japan community.The conclusion reviews the US-Japan security system during the Cold War,reveals the deep reasons for the policy changes of the two countries,discusses the characteristics of the US-Japan military and security policies,and evaluates the future direction of the security relationship between the two countries.The constant adjustment and definition of the US-Japan security system and alliance relationship is the adaptive adjustment made within the alliance system by the us and Japan to adapt to the changing international situation and the current situation of the alliance system,and to achieve the “rebalancing” of the interests distribution and alliance relationship between the two countries through the conclusion of new treaties or cooperation guidelines.In the conclusion part,by sorting out the overall context of the article and taking the national strategies of the United States and Japan as the entry point,it reveals the deep reasons for the policy transformation of the two countries.Meanwhile,it discusses the characteristics of the military and security policies of the United States and Japan,and evaluates the future trend of the security relations between the two countries.On studying the development and changes of the US policy towards Japan can not only understand the background of the US-Japan relations,but also help to examine the influence of the evolution of the US policy towards Japan on the world situation,especially the situation in the Asia-Pacific region.It is necessary to correctly understand and outline the historical track of the evolution of military and security policies of the United States and Japan during the Cold War period,accurately grasp the general rules of the evolution of bilateral relations,and reveal the contemporary significance of the U.S.military and security policies towards Japan and the US-Japan relations to the security of the Asia-Pacific region from the perspective of reality.
