During the Cold War,the South Korean government promoted the policy aimed at reducing the vulnerability of national security by enhancing the defense force through the alliance with the United States.However,in order to adapt to the end of the Cold War,Roh Tae-woo's government pushed forward a new policy towards the north Korea,the core of which was to improve inter-Korean relations and remove security threats through reconciliation and cooperation.In addition,in order to guarantee the peace and stability of the Korean Peninsula,the establishment of the Northeast Asia peace treaty with the participation of the six Northeast Asian countries,through cooperation with the international community,institutionalized the peace system on the Korean Peninsula,and created an environment leading the north Korea to reform and opening up.The policy towards the North Korea and the concept of multilateral security cooperation promoted by Roh Tae-woo's government at that time have been inherited by successive governments.But,despite successive governments in South Korea for decades on the policy made various efforts to eliminate the North Korean threat,North Korea's threat to the safety of South Korea still cannot eliminate,in some ways has increased,as the center of the South Korean's national security policy on North Korea policy presents the advances and retreats of the repeated problems,therefore,the aim of this study was based on since the end of the cold war all previous South Korean government's policy towards North Korea with multilateral security cooperation idea to do a comprehensive and systematic carding,and analyzes the achievements and limitations,etc.,to find out the answer to that question.In order to discuss and evaluate in a more specific and comprehensive way,this research will be based on historical research analysis methods and literature research methods.The author finds that in the existing studies,there is neither a systematic and comprehensive review of the policies and multilateral security cooperation ideas of the successive governments of South Korea in after the Cold War era,nor an in-depth analysis of their evolution,similarities and differences,different characteristics and the reasons for such similarities and differences.Therefore,the main content and innovation point of this study is from the perspective of national security.It systematically and comprehensively sorts out the policies and multilateral security cooperation ideas of successive governments of South Korea towards the North Korea,and analyzes the evolution,similarities and differences,different characteristics and causes of the differences and similarities.Through this study,we can understand the characteristics of South Korea's security policy in after the Cold War era period.Its characteristics gradually evolved from the cold war period,not a radical change in its policy direction,but more specific and systematic than the cold war period,and its field is also expanding day by day.However,as the policies of successive governments have only temporarily improved inter-Korean relations,the repeated cycles of advance and reverse in inter-Korean relations have not contributed much to the removal of traditional security threats.However,the policy of improving inter-Korean relations and multilateral security cooperation with the international community through reconciliation and cooperation and attempting to institutionalize a peaceful system on the Korean Peninsula is in the right direction.In the future,the South Korean government should overcome various variables and work for a policy towards North Korea that can eliminate security threats and realize the concept of multilateral security cooperation.
