Research On Countermeasures Of Historical And Cultural Heritage Protection From The Perspective Of Public Management

The Chinese nation has a long history and profound cultural tradition,accumulated rich cultural heritage. But China's urbanization and modernization has a great impact on historical and cultural heritage. How to strengthen the protection of historical and cultural heritage become manager's major task, also become a major issue in the field of urban management research. Meanwhile, public institutions theory research deepened ceaselessly, the public management theory guiding the government, enterprises and non-governmental organizations, individual participation , the different subjects common participating governance become consensus. This article will analyze the feasibility of the management theory applied to the cultural heritage protection, learn from foreign advanced experience, take Suzhou as a case, seek countermeasures of historical and cultural heritage protection from the perspective of public management. Put the historical and cultural heritage protection in the three operating mechanism of public management: market operating mechanism, government operating mechanism and social operating mechanism, analyze the existing problems and try to improve the three mechanism and establish the cooperation and interaction among the three new mechanism to realize effective protection of historical and cultural heritage .
