SI KU QUAN SHU is the largest series compiled by the government in Qianlong period of Qing Dynasty. To compile this large series, Qing government set up a large-scale specialized institute called Institute of Sikuquanshu. Successfully, this institute, on the basis of inheriting the experience that set up institute to compile books in ancient China, compiled SI KU QUAN SHU and a few by-products which had an important position in the history of China's culture. Experience that set up institute to compile series in ancient China was actually inherited in this time, and the culture of compiling series was summarized in practice. But, as a bureaucracy, Institute of Sikuquanshu had many inevitable disfigurements which would directly influence the quality of SI KU QUAN SHU.This paper firstly introduces the tradition of collecting books in ancient China and the process of opening the institute. Then it focuses the discussion on the organization and division, expounding on the managing system. It approaches the selection of members and its' feature and the common characteristics of these secretaries in academy. Finally, it briefly comments on Institute of Sikuquanshu. The paper's aim is to deepen the awareness of SI KU QUAN SHU through studying Institute of Sikuquanshu and afford meaningful references for us to compile large series in the future.
