This thesis starts with the Period of Saio Hamagutu Cabinet, for it is the best andaccurate integration of Japanese Prewar Party Politics from prosperity to decline.Prototypical incident is represented by 1930 London Navy Treaty in this period.The development of Prewar Japanese Party Politics took a roundabout. It began withthe Safeguarding Constitution Cabinet in 1924, but the Safeguarding Constitution Cabinetwas defeated eight years later. The peak of this period from prosperity to decline wasshown though the different attitude of Japanese various political cliques on the 1930London Navy Treaty in this thesis.Depending on the present research achievements of Japanese political and militaryhistory about the London Navy Treaty, the political process of London Navy Treaty beingpassing in Japan and various political cliques' attitude about the Treaty was analyzed inthis thesis, in order to make a objective analysis and equitable opinion on the holisticpolitical process.Part One illustrates the founding of Hamagutu Cabinet and its policy. The Japanesepurpose of taking part in the London Navy Conference was shown though recalling ofParty Politics' development and analyzing domestic and abroad policies of HamagutuCabinet.Part Two illustrates Japanese participation and the dispute between Japan and Americaon London Navy Conference. Japan and America had a long debate on the proportion ofnaval auxiliary of the two sides. Finally they both made a compromise, and then signedLondon Navy Treaty on April 22.Part Three illustrates the process of London Navy Treaty being approved. As the corepart of this thesis, this part illustrates the process of the Treaty being approved by PoliticsFriendship Association, Navy headquarter, Privy Council and Military Senate, and thevarious efforts and compromise made by Civil Administration Party Cabinet. This part alsoshowed the contradictory and associative relationship among various politics groups inJapan.Part Four is the conclusion of this thesis. It illustrates the influences of Japan's signingLondon Navy Treaty upon Japan itself, and the negative effect on Japanese future, whichgo to "Dark Era".
