During the World War, Japan’s expansion and capital output has made great progress, especially in China. But the Washington System has many limits on Japan, especially its navy, which was against by the Fleet faction in Japan after the World War. In the1920s, Japan took part in two Naval conferences,which was affected by the economic crisis. But there are some people insist to expand abroad to get rid of the domestic economic crisis. Between the opposite advices, Saio Hamagutu Cabinet was established in1930. Hamagutu Cabinet carried out the tight fiscal policy and coordination diplomacy to get rid of the economic downturn. It wanted to improve Japanese—American relations by signing the London Naval Treaty. But as a result of the world economic crisis, its tight fiscal policy did not make Japan way out of the economic downturn. And the Fleet faction’ opposite opinion has triggered the distrust about Hamagutu Cabinet. Although the London Naval Treaty was approved in Japan, it has made many important events, especially the Hamagutu premier was assassinated by a activist. In the end, Japanese Army established a relation of ’ultra-law domination by brutal-force’ with Government.
