In the late Edo,Shogunate who had got correct view of the world situation and some powerful Vassals started the instruction of navy. When the Meiji government control the whole nation, in the base of ships and crews from the fleets belonged to Tokukawa Shogun and local lords, the Imperial Japanese Navy was founded. In this organization, crews from Satsuma Han Saga Han and the shogunate contained each other.In the early age of Meiji, because of the aggression from the western countries, coastal defense became the core issues in the plan of national defense, and"navy first"became the basic principles. But after Saigo Takamori lost his ruler in the government, and so many officers and officals from Satsuma Han followed him returned to their province in the southwest, especially the fail of the war in the southwest, Factions of Satsuma lost their ruling of the country. With this chance, politicians and generals form Choshu Han developed their power, became the leader of government and the Royal Army. In order to control the whole military force, they began to struggle with the navy controlled by officers from Satsuma. Quickly, they established the new order of the military,"Army first".As a islands nation, navy was so important for the national defense that no one cound really say"Army First"was fit for Japan, except the leaders of army who came from Choshu Han. By the effort of politicians and generals form Satsuma Han, even the emperor Meiji Tenno, because of their effort in the financial policy, the Imperial Japanese Navy developed so quickly in 1880s, that could try to get a relations between the army on an equal basis. In 1893, navy was allowed to found an independent general staff their own. It made the navy get the independent right of making the fleets'action plan which belonged to the Headquarters of the Army General Staff in the past. For the navy, it meant the leading of the army was over.
