Study On Public Security Administration Of Jin Dynasty

Public security is the administrative function carried out by every government. Public security administration regulations of old time were incorporated into politics, military, judicature, supervision and other regulations. They were laid down from the aspect of social management and implemented by the officials of different levels. Reseach public security administration regulations of Jin Dynasty, we should strip it from the military and administractive system,and for separation portifolio. Research on public security administration of Jin Dynasty remains a weak point. Only few books and papers cover it. Therefore this thesis is to study and analyze the public security administration regulations of Jin Dynasty thoroughly.This thesis is divided into three chapters.Chapter One is concerned with the central and local security administration system of Jin Dynasty and public security obligations of officials at different levels. Jin Dynasty was founded by means of military power and quickly expanded into Central Plains within several decades. It faced a severe social security situation. To solve this problem, Jin rulers established a powerful social security administration system from the central government to local government and formed a network across the nation. Especially after the official system reform in Tianjuan Year, two security administration systems Menganmouke and Zhouxian were set up in local governments. These two systems, complementary to each other, suited two political systems, different nationalities and different customs and formed a close grassroots'security administration system.Under the systematic and effective social security administration system, Jin ruler organized guards to defend emperors, imperial palaces, capital and other political centers while local officials took measures to manage the public security.
