Creative Industries (CI), which was brought forward by the British government, is a reasonably original concept in the fields of academic research, policy and industry. In the age of New Economy, the development of information and communication technology resulting in the amalgamation among culture, technology and economy, motivates creative industries progressing around the world. The governments of nations and cities in the world advocate CI to boost the economic growth. On the basis of a comparative analysis of major research reports, this paper sums up three characters of CI which make it localize and agglomerate. Choosing thirty six CI agglomeration areas granted by Economic Committee in Shanghai as the research object, the author induces three models of CI agglomerating development based on their different drive and progressive stages, and concludes that CI in Shanghai experienced the process from spontaneous agglomeration to government leading, and then market dominating. In this process, its spatial location and actors joining in it become variable. So the role of the government should be to foster the infrastructure of CI instead of directly supporting gradually.This article presents six chapters. In the first section, the background and significance of the topic and the framework of the thesis are expatiated. The second chapter is about the basic and core concepts of CI. In the third chapter, the factual background and qualification for CI developing in Shanghai are analyzed. Thirty six CI agglomeration areas granted by Economic Committee in Shanghai are chosen to analyze the drives of CI agglomeration in Shanghai in the fourth chapter, based on which, in the fifth chapter , the strategy of CI agglomeration in Shanghai is mentioned that industry parks and clusters should be interactive. Later, with broader field of vision, governments should pay attention to creative society and creative life and so on to improve civil welfare. So CI will have good surrounding.
