The Analysis On Public Security Management In Shanghai International Concession, 1854-1927

The Shanghai history became a famous doctrine in recently years. Because of its particularly status and the independent municipal administration authority, the Shanghai International Concession attracted more attention. Many historians are interested in the public security and the social order, but there is actually rare analysis on the foundation and management of security system.The dissertation, based on The Minutes of Shanghai Municipal Council, makes a systematic analysis on the establishment and development of Western public security management system in Shanghai International Concession and studies the works lead by the management system.It consists of four chapters.In the first chapter, a brief summary is made on the development of Western public security management, and on the present study situation related to this topic at home and abroad. In the mean time, a full explanation is given on study intention, study thinking, study materials and so on.The second chapter explained the establishment and development of the public security management system in Shanghai International Concession, as the most important legal basis of shanghai international concession, Land Regulations empowered legal authority to the Municipal Council to manage the public security matters, it had offered the strong legal guarantee for the Municipal Council to pursue and carry out every security control measures.
