In the Ming and Qing Dynasties, Huizhou was one of the stablest regions enjoying social stability and public order at grassroots level in ancient China, because the unique local public security safeguard system which had permanent function. This article is written by carefully examining the literature and the research results. It gives comprehensive analysis on stable factors of the Huizhou basic social order in the Ming and Qing Dynasties, the construction and the movement mechanism of Huizhou basic social security system in the Ming and Qing Dynasties, the characteristics and functions of Huizhou basic social order safeguard system in the Ming and Qing Dynasties, thus tentatively constructs the frame system about the security safeguard system's research. The conclusion is: Neo-Confucianism enlightening function, patriarchal clan's control action, education's promoting action, the geography barrier function constitute the four big essential factors of Huizhou basic social order in the Ming and Qing Dynasties, in addition, the interaction between Huizhou merchants, the basic unit of political power and the local organization actually form the Huizhou basic social order safeguard system of its own characteristics. This system effectively safeguarded the Huizhou basic society's stability in the Ming and Qing Dynasties. This system is one of the extremely important factors that guaranteed the social economy culture development of Huizhou in the Ming and Qing Dynasties.
