The combination of culture and economy has become one of the most noticeable phenomenon. Practices of various countries have shown that culture is one of the important factors of promoting economy to develop fast China is at the initial stage for the development of cultural industry and China's cultural industry is developed slowly because of the fetters of long-term planning system .With the development of social economy, the position and function of cultural industry are becoming outstanding day by day in national economy. It is the important subject that the governments at all levels face how to improve the industrial policy of culture, support the development of cultural industry, strengthen the whole capability and competitiveness of the cultural industry of our country .In the course of development in local cultural industry, it is particularly crucial that the government's behavior is chosen.
