Study On The Problem Of Tianjin Culture Industry Management System

The whole set of scientific and valid management system is indispensible for sound development of culture industry. In order to better meet the needs of social transformation and ideological development, cultural industries management system in Tianjin has undergone a series of major changes. Currently the overall cultural industries management system hasn’t in its appropriate place. Therefore, our cultural industries management system in Tianjin cannot achieve the maximum benefit under the institutional mechanisms, also unable to meet the needs of either rapid development of the cultural market or enhancement of cultural competitiveness.This paper introduces the concept of cultural industries and conditions about the development and management system of cultural industries in Tianjin. Based on a large number of reference books, journals, papers on cultural industries and cultural management system, review of the history of Tianjin culture management system, advanced experience of cultural industries management in developed countries and regions, the paper analysis problems and its causes in Tianjin cultural industries management system and, also proposed countermeasures and suggestions.Articles indicate the reform management system is very important if cultural industries truly want to become the main force to promote the economic development and an important factor to enhance the city’s image. Adhering to the principles of macro-management-based, supplemented by direct management of our government, we should constantly improve the legal system of cultural industries, strengthen construction of cultural management personnel, deepen the degree of marketization, that is the only way to form a whole set of cultural industries management system which can meet the needs of social, cultural and economic development in Tianjin. Meanwhile, the paper summarizes the guiding ideology and basic principles in the reform of Tianjin cultural industries management system and proposed a new management method which contains macro-guidance, community supervision, industry regulation and enterprise management and gives some advises for urgent needs to precede further reform.
