Secondly, this article analyzes the problems that exist in the above-mentioned policies and in their implement one by one. We can find that these problems exist during wartime, especially in commissariat imposition and apportioning funds to village from 1940 to 1942. The amount of peasants' burden increased. These factors influence every farmer's economic development. On the other hand, they are the mediator that transfers rural society. At last, this article mainly describes one specific aspect of rural society in wartime, namely the background, exhibition and influences of abnormal Fenjia.In a word, this article, through explicit file documents, reproduces concretely CCP's burden policy, its implementing situation, the problems and induced changes during its implementation.
