Document, namely official document is the printed paper that is being used as legally effective and criterially styled document when the state department and their social organizations carry out their authorities and implement their management. It is also a very important tool when doing official activities. Criterion is one of the biggest characteristics of official document. If there are some non-criterion writing phenomena in an official document, not only can the official document lose its authorities but also the transactional process of official document would be influenced.This thesis will find out some existing examples of non-criterion writing in regional administrative official document in our country and will also classify and summarize them, then try to analyze the reasons which result in the non-criterion writing and put forward some related measures to improve it. Meanwhile this thesis is looking forward to arousing the attention of the large number of secretaries who deal with the official document everyday and improve the criterion writing of administrative official document.This thesis is made up of three parts, they are: exordium (introduction), the first part and final part.In the exordium part, the social development has brought about the development of official document, while this development has accelerated the social development as well. In order to urge secretaries to manage the official document more scientific, standard and criterial as well as improve abilities to deal with the official document more efficiently, the bureau of state department issued 'The methods of dealing with official document of national administrative department'. The issue of this regulation related to dealing with the official document has a magnificently directing meaning for improving the quality of the official document writing. However, after consulting plenty of regional administrative official documents the author has found that there are still some non-criterion phenomena. These not only influence the correct composition and effective writing, collecting, transferring and keeping of official documents, but also to some extent ruin the information authority in the official document.The first part is 'Non-criterion writing phenomena in official document'. After clearing up three parts of official document, namely introduction, body and conclusion, then the thesis will classify them in terms of following five parts, including selecting language, arranging format, the use of punctuation, characters and linguistics. It will also analyze, address and correct every mistakes might occur in the examples according to 'The methods of dealing with the official document of state administrative department', 'National criterion and the format of official document for state department of People's Republic of China.The final part is 'The reasons result in the non-criterion writing in official document and the methods to improve them'. First analyzing the reasons which result in the non-criterion writing in official document, analyzing from the initial person who draw up the document and integrating the revised 'The methods of dealing with the official document of state administrative department' and related regulations and finding out the official document writers are lack of understanding towards the essential property and dynamic changes of the document. This phenomenon appears in every different levels and sorts of administrative official document. In order to standardize the official document writing and make the most use of its function and effectiveness, this thesis puts forward some measures from three aspects: improving the quality of official document writing; the recognition from the leaders; neaten the working style.The tag focuses on how to put an end to these non-criteiral and substandard phenomena related to official document writing and emphasizes that the staff who engage in this profession should improve their writing qualities during drawing up the official document. The official document writing is a crucially important and extremely essential part of drawing up and delivering official document. The quality of official document writing will not only influence the excellence of the document, but also the specific embodiment of the thinking level, policy level, operating ability and working style in the related document making department. The quality includes two aspects: content and format. An outstanding official document needs to completely represent the state related policy, have a correct mark, criterial format, appropriate language and express properly for the requirements. Only doing like this can the official document have its functions of leading and directing, standardizing and criterion, trusting and vouchering.
