Criminologists have long recognized that sanction justice influences the citizen's compliance with the sanction, the deterrent effect of sanction and the authority of criminal justice system. Although several scholars(Pogarsky,2002;Shennan,1993;Wilson,1983) have claimed that there is individual substantial heterogeneity on perceptions and affects of sanction, very little experimental research has investigated individual/personality factors that influence perceptions and affects of sanction. Begining with the impulsiveness(vs self-control) notion of general theory of crime, Piquero and colleagues'(2004) regress analysis yielded the key finding that for being singled out for sanctioning, impulsivity exhibits direct and positive effects on unfair perception and angry affects of sanction significantly and that impulsivity exhibits a indirect and positive effect on angry affects of sanction through unfair perception of sanction. But this research has neglected the multi-dimensional construct of impulsivity. Based on different impulsivity personality theories, Whiteside and Lynam(2001) analysed impulsivity subscales of various personality questionnaires by exploratory factor analysis. It identified four distinct personality facets associated with impulsiveness which were labeled (lack of)premeditation, sensation seeking, (lack of)perseverance and urgency, formed the impulsivity scale(UPPS) according items of impulsivity subscales and provided an available tool for measure of impulsivity's multi-faceted nature. In this study, with a sample of 454 undergraduates, two preliminary researches, according to theory and method of foreign sanction studies and rule and statute of Chinese laws, developed the Sanction Scenario Questionnaire applicable for Chinese situation to obtain reliable dependent variables of sanction scenario(i.e. unfair perceptions and angry affects of sanctions); expurgated UPPS by confirmatory factor analysis to verify factor structure and factor content of Chinese impulsivity; furthermore, explored demology characteristics about Chinese undergraduates' unfair perceptions, angry affects of sanctions and four factors of impulsivity respectively. Based on two preliminary researches, the third study explored for being singled out for sanctioning the paths from different dimensions of impulsivity to unfair perceptions and angry affects of sanctions as well as the effect of each path by structural equation model. The results showed as follows:1. Sanction Scenario Questionnaire consists of 7 sanction scenarios which believable proportion is approving. Great believable proportion of sanction scenario insure the sanction scenario is accurate. The results suggest that sanction compliance is correlate with the known extent of corresponding sanction statute because the lower believable proportion sanction scenario achieve, the higher unfair perception proportion and angry affects sanction scenario...
